Meet the Staff

Elizabeth Engelken is the Executive Director for the Sonoma County SELPA and Sonoma County Charter SELPA. Prior to her move to Sonoma County, Elizabeth served both Yolo and Sutter county SELPA regions. She was initially trained as a school psychologist and has worked with students in early intervention through high school settings. Elizabeth is passionate about serving students, empowering families, and providing access and excellence in supporting educators working directly with children and young adults. She is a member of the Executive Committee for the SELPA Administrators of California, and a member of the board of the California Mental Health Advocates for Children and Youth. Her early professional experiences have provided a foundation supporting advocacy for students with disabilities and access to mental health and wellness. She is trained in Alternative Dispute Resolution (ADR) and facilitation. Elizabeth is a member of Pepperdine’s Straus Institute and the California Foster Youth Education Task Force.

Bonnie Hayne began working with SELPA as the Early Start program specialist in 2016, working primarily with infants and toddlers with orthopedic and vision impairments. She is a credentialed school nurse with a range of experience working with children in school, community and medical settings. Bonnie began her pediatric nursing career working as a registered nurse at Lucile Packard Children's Hospital, before moving to Sonoma County and working as a school nurse in both regular and special education settings, with students from preschool through high school/ transition age.

Suzanne Merideth is a Program Specialist at the Sonoma County SELPA and Charter SELPA. She has over a decade of experience as a Nationally Certified School Psychologist (NCSP) and has almost twenty years of experience working in special education. Her interests include assessment and interventions for students with autism, intellectual disabilities, and behavioral challenges. She has worked with student populations from preschool up to adult programs. Suzanne has been an active member and held leadership positions with the Sonoma County Association of School Psychologists. She is also a cadre member with Positive Environments, Network of Trainers (PENT).

Janel Plack is a Program Specialist at the Sonoma County SELPA and Charter SELPA.  Janel has over 30 years of experience as a Special Educator.  She has worked with student populations from infancy through adulthood as a Speech-Language Pathologist, Special Education Administrator, and Principal.  Janel's greatest interest is with Early Childhood Education.  She is a proponent of working as a team (family, staff, and administration) to support any and all students.

Nikarre Redcoff is a Program Specialist at the Sonoma County SELPA and Charter SELPA. She has over 27 years experience in special education as a non-public school teacher and administrator, public school behaviorist, Full-inclusion specialist, SELPA Program Specialist, and District Special Education administrator. Her areas of expertise include Autism, Multi-tiered System of Supports, school-wide positive behavior supports, and data collection. Sheri Roberge is a Data Specialist for the Sonoma County SELPA and Sonoma County Charter SELPA. Also known as "Ace of SEIS," Sheri provides support and training in using SEIS, and data reporting through CALPADS, as well as producing a myriad of required reports. Sheri hosts a Data Technician Users' Group on a monthly basis, and holds weekly CALPADS reporting drop-in hours, virtually. She has also produced numerous training and help videos to assist Data Technicians, Teachers, and other Service Providers in using SEIS and reporting data. Debbie Anacleto is an Adaptive Technology Assistant at the Sonoma SELPA Adaptive Technology Center. Debbie was a special ed teaching assistant for 15 years. She has worked with a variety of disabilities over the years, including home care for severely handicapped children. Debbie lives in Petaluma, she has a teenage daughter that keeps her busy with sports and social activities.

Caroline is a Speech-Language Pathologist Augmentive and ATC/AAC Specialistwith the Adaptive Technology Center. She received her B.A. and M.A. from San Jose State University and has been an ASHA certified speech-language pathologist for over 20 years. She has worked primarily in the educational setting with students in preschool to transition. She enjoys the outdoors, visiting museums, and discovering the large selection of international cuisines available in the Bay Area.

Tanya Mallan is an Speech-Language Pathologist and ATC/AAC Specialist. Tanya graduated with her master’s degree in Communication Disorders and Speech Sciences from the University of Colorado at Boulder. She has over 25 years of experience as a Speech-Language Pathologist working with students ages Birth to 22 with a variety of complex communication challenges. She has worked in both the school and private practice settings. Tanya is from Santa Rosa and in her free time enjoys hiking, sewing, reading and knitting along with spending time with her family.

Christy Riddell is an Speech-Language Pathologist and ATC/AAC Specialistat the Sonoma SELPA Assistive Technology Center. Christy has a Masters’s degree in Speech and Langauge Pathology from San Francisco State University, her Adaptive Technology Certification from Dominguez Hills State University, and Education Leadership from Sonoma State University. Christy has over 20 years of experience working in Sonoma County Public Schools. During that time, she has worked as a Speech and Language Pathologist and school administrator, and now, fulfilling her passion for both adaptive technology and child-focused education she has joined the ATC. Christy is a Santa Rosa native and has a close connection to Sonoma County and all that there is to enjoy here.

Claudia Leiva has worked as a Bilingual Independent Child Advocate at Social Advocates for Youth since June 2021.   She has a background in education and has been involved in different capacities with community programs and organizations such as AVANCE, ELI, and First Five Sonoma County.  Claudia’s experience as an educator, trainer, parent support specialist, and early intervention specialist inspires and informs her work with the Spanish-speaking community inside and outside of the classroom.

Mike Toby is an Independent Child Advocate (ICA) for Social Advocates for Youth, a role he has served in since 2020. Prior to his role as ICA, he worked for Matrix Parent Network, as well as served on the board for the Sonoma County Community Advisory Committee. He is the parent to two wonderful young adults, one of whom has special needs. He is also a life-long learner and passionate about post-education living/ housing for individuals with disabilities. He is committed to serving the special needs community and resolving IEP disputes.
